2012 Gold standard study

Beginning January 17, 2012, WorkSource Career Centers are taking part in a national study required by Congress.  The goal of this study is to find out how well services being provided by WorkSource Career Centers are helping jobseekers to find and keep a job.  To receive certain services like training and one-on-one assistance from a career counselor, jobseekers may be required to participate in the study. Because the study is being run scientifically, a limited number of customers will be randomly chosen to receive limited services for 15 months. 

If a jobseeker decides to participate, a computer will randomly place him or her into one of three groups with access to different types of services.  The first group can access all services, the second group can access everything but certain training, and the third group can access only basic services.  Participants will stay in their group for 15 months. 

Jobseekers are not required to participate in the study.  However, if they choose not to participate, they may use only basic services until the fall of 2012.  To have the chance to be eligible for the other services sooner, the jobseeker must participate in the study. 

Jobseekers who fall into the following categories are exempt, and won’t participate in the study:
• Those under 18 years of age;
• Those certified for Trade Adjustment Assistance;
• Veterans or covered spouse of a Veteran; 
• Those referred by their employer for OJT or customized training;
• Those participating in the Ticket-To-Work program for individuals with disabilities;
• Those  participating in or eligible for the Migrant and Seasonal Farmworker program;
• Those participating in or eligible for New Hope Prisoner Re-entry services;
• Those enrolled in or eligible for the Temporary Assistance for Needy Families (TANF)

Jobseekers have about an 80 percent chance of being placed in a group with access to full services.  The group placement will be completely random and will not be based on any personal characteristics.  Before receiving certain services, jobseekers will receive a brief orientation about the study, sign a consent form, and fill out two other short forms that ask for basic information. 

Staff members will be able to assist all study participants with a variety of services, including job leads, coaching, research and referrals to resources.  These services will be available even to participants who are eligible for basic services.
